Details:

Many motherboards don't boot from a USB/external drive; they wont even supply
power to them, as a result all boot managers fail to work (they don't see the
device at all..).

The solution to this problem is booting a live OS, running grub on in to set
the root device, kernel etc... and booting directly from that OS after
shutting it down abruptly (this wont impact if a live CD is used, and grub
might show a warning before doing this).
