Follow-up Comment #1, bug #28400 (project grub):
Maybe you can check some other bootloader, like the one from Windows or LILO
or so?
Probable your keyboard isn't usable at any of them.
But we provide USB modules.
Check with lsmod or lspci if you have an UHCI or OHCI controller and then try
in grub.cfg:
insmod uhci (or ohci)
insmod usb_keyboard
terminal_input usb_keyboard
