Follow-up Comment #3, bug #16190 (project grub):
To clarify what adrian15 has stated, the order of background and foreground
relative to splashimage is important.
In order for the foreground and background colors to take effect with a
splashimage they must follow splashimage in the config file.
i.e.:
...
splashimage=(hd0,0)/boot/grub/images/foo.xpm.gz
background 000000
foreground ff0000
...
This will display foo.xpm.gz and use red as the foreground color with black
as the background color.
