Bug#80241: Seems to be devfs-related

I have confirmed that the current CVS version (as of 01/28/2001) fixes this for
me, and there are several devfs-related changes since debian_version_0_5_96.
For example, in lib/device.c:

grub-install is still broken with devfs, but there is a patch for this in
#80276.
