Follow-up Comment #4, bug #53196 (project groff):

Then this is a regression that needs to be addressed.

Then the current method of hyphenation needs to be fixed to allow .hy to work
as documented.  It is important for getting the best typographic results based
on the column width.  If anything, groff should give the user *more* control
over how many characters s/he wants to require before/after a hyphenation
point, not less.

I will try to produce better examples.
