That's fine with me, too (my main complaint was the consistency aspect),
but then I wonder if we should also remove the #!/bin/sh shebangs from
all of the tests (while still leaving an emacs comment in place to get
sh syntax-highlighting).  Having a shebang in a non-executable file
almost always looks like an accident worth correcting by chmod +x.
