Cygwin 1.5 or 1.7?  I'm hoping to look into it more this morning, but no
promises of a fix before grep-2.6.2.

1.7.  I think 1.5 always uses gnulib code so it should be clean.

I guess the first step would be to fix cygwin to not have anymore gnulib tests that are failing; then see what happens to these grep failures.
