This looks like an incomplete import from GNULib.

This is indeed the problem:
that module is used in the gnulib-tests, yet not
explicitly included in the list of modules.

Adding the wctob module to the list in bootstrap.conf
appears to fix it.

This works, I get an almost-clean compile with the following warnings:

I used -features=extensions as suggested in
