[bug-grep] Fix multibyte support in CVS

Hi,
  Bruno has mailed me a patch so that CVS compiles with multibyte support
again.  As the promised configure.in rewrite is not ready yet, I propose
to check in a variation of Bruno's patch in the meantime.

The patch does this:
        * src/mbsupport.h: Don't test for HAVE_WCTYPE_T.
beacuse (as Bruno said):
> it's redundant to test for wctype_t since it is the return type of the
> wctype() function,
