Vote #1 — integrate old cookie prompt into the next ESR, and then develop it further. This will bring more users to IceCat.

An add-on is not a good idea, because people not familiar with it would have to find it.

The built-in cookie prompt would continue the tradition started by Mozilla Application Suite and continued in Firefox until recent years.

We should:

1. Wait until we can integrate the old cookie prompt into the new ESR code before a release
2. Allow this feature to be removed and recommend a free addon
