It seems like you changed the install location, or used your home as the install location. GNUstep (and really any program that uses make), cannot handle spaces in the directory name. You should probably try to use the default location, or force it to use a location that doesn't have spaces in it.

You are also using an old version of startup. 0.23 is the current one.

Even the current startup does not support cygwin. There are some recent patches for cygwin in the SVN repository, so it might be best for you to get the latest code from the repository and try to compile it.
