Follow-up Comment #6:

To make it easier to work on this problem I copied over the last issue from
the original bug report that remains to be be resolved. This can also be seen
in other applications not just GWorkspace:

Situation 1: 
 - Click "Info->Info Panel..." 
 - The Info panel opens but is not focused (er, key window) 
 - Close the info panel without focusing it first 
 - GWorkspace makes another application active
