Follow-up Comment #4, bug #13866 (project gnustep):

I'm not a make package expert ... but I think that's an obsolete option which
should be removed as the location of the defaults is specified in the GNUstep
configuration file (location configured in the base library configuration if
you don't like the default.
eg. --with-config-file=/etc/GNUstep/GNUstep.conf)

Perhaps the option was left in to allow it to be used with old versions of the
base library though?
