Well, if multiple Shelfs are not supported by GWorkspace this is OK (if
I am the only one who has used this feature).  However then GWorkspace
should not allow the user to create different Shelfs in different
Viewers.  Otherwise the user can not be sure which one of the Shelfs
will be preserved after the restart.

From this point of wiew you are right. Fixed. Now GWorkspace supports multiple 
viewers opened on / and remembers the contents of the shelfs.
