Summary:  Pulldown shows up in a different location from widget

Original Submission:  This happens on a number of GUIs I've tested.  It's 
inconsistent.   Occasionally, the pulldown appears in a different location.   
So far I've seen it in Gorm.app and in Preferences.app.

The steps to reproduce are:
1) Open an app.
2) Open a panel in the app which has a pull down
3) Open the pulldown.

Result: *Occasionally* the pulldown will not show up in the right location (as 
with pulldownbug.jpg -- attached).
Expected: Pulldown should appear in the location above the button on the screen.
