Summary:  missing framework headers symlink when headers are in subproject

Original Submission:  the ObjcUnit port has subprojects which contain header 
files
but the main framework doesn't have any header files.

on install the symlink doesn't get created.

attached is a patch, though probably not the correct fix.

there is a few more cases of if [ "$(HEADER_FILES)" != "" ]
in Instance/framework.make I haven't run into.
