The Emacs copy is automatically synced from the gnulib copy, and it's simplify maintenance if the two copies stayed in sync.
If only Emacs needs the functionality, can it be moved to Emacs's build-aux/gitlog-to-emacslog file? The intent of that file was to contain the Emacs-specific stuff.
