Thanks for the report.  This is an upstream gnulib issue (I'm not sure
if it has been fixed in the meantime, since m4 1.4.16 was released a
while ago), so I'm cc'ing the gnulib list to see if there is any more
insight on what to do next.  For now, you can probably ignore it, and
install m4 anyway, since m4 isn't yet using setlocale.

[Compressing a 2k log didn't save much space; for small attachments,
it's often easier to send them inline].
