Re: msvc port: ensure pid_t is defined

The part regarding <time.h> was unncessary, since POSIX:2008 want pid_t in
<time.h> only under "CPT" shading. The test actually failed to compile on
MacOS X 10.5, FreeBSD 6.4, OpenBSD 4.9, mingw. I'm undoing this:
