[PATCH] maint.mk: mark the post-release commit log with "maint: " prefix

In experimenting with a local commit hook that enforces
coreutils' policy of starting each one-line commit log summary with
program_name:, maint:, build:, etc., I found an automatically-
generated commit that didn't follow the rules.  This fixes it.
