[PATCH] parse-datetime: document the newly accepted format

J.T. Conklin sent the following to me privately and I made some
tiny adjustment.  Any comments before I push it?
We both admit that it's not complete, but trying to describe
in text what the grammar does is a losing game.
Suggestions for improvements are most welcome.
