Some of these files are not only installed by gnulib-tool, but also by
automake.  Some of these files originate from Automake.  Please don't
introduce gratuitous changes, that will be very annoying for those
projects who commit them to version control.

(And no, I'm not discussing whether those projects make a mistake in
your view, that wasn't my choice and it isn't up for discussion now.)

FWIW, I've never used emacs to update time stamps, and have fared pretty
well I would say.
