I also had to patch Emacs, which was an unpleasant surprise.
It'd be better if gnulib-tool recognized situations like
what obtained in Emacs and in m4, and didn't break them.

Also, why is gnulib-tool now renaming symbols like
_GL_CXXDEFS_H to _gl_GL_CXXDEFS_H in .h files?
This seems gratuitous. I'd rather leave symbols alone
by default. It's bad enough that we distribute .h files
that differ from gnulib's in their license, as this makes
it harder to share patches due to gratuitous diffs. I
don't want to compound that problem by renaming symbols too.

Here's a complete patch to Emacs, including
generated files. I would have preferred it if this
had been really short. (Like, empty. :-)
