Here's an untested patch to do that, assuming that srcdir==builddir.

Subject: [PATCH] fix w32 compilation failure
* makefile.w32-in (LOCAL_FLAGS): Add -I../lib, for gnulib-added
headers like ftoastr.h. Reported by Lennart Borgman.
