It is documented in gnulib's DEPENDENCIES file:

* GNU gperf 3.0.1 or newer.
  + Recommended.

Run gnulib-tool and create your distribution tarballs on a machine that has
gperf 3.0.1 or newer installed. Preferrably gperf 3.0.4.
