ncftpput replacement

The gnupload script (which is in gnulib) depends on ncftpput.  I found
it easier to write a replacement using plain old command line ftp than
to install ncftp.

Any objections to my putting this in gnulib/build-aux?
I know it doesn't have all the bells and whistles it should, but hey, this is a
tertiary thing only interesting for GNU maintainers ...
