But these lines are far from trivial. They are as much art (and therefore
copyrightable) as an emperor's signature.

If Paul doesn't speak up, I don't think you need his explicit OK, because
  - it was agreed before the license change from LGPLv2+ to LGPLv3+ was
    made that it could be undone upon request,
  - the file verify.h has not changed since the copyright switch.
