avoid test failure on BeOS

The test-c-strcase test fails on BeOS. This is because the locale-tr.m4 has
considered the tr_TR locale "good enough" on BeOS, but - as the test failure
shows - it is not good enough. This fixes it.

        * m4/locale-tr.m4 (gt_LOCALE_TR_UTF8) [BeOS]: Make this test return
none instead of tr_TR. Fixes a failure of test-c-strcasecmp.c.
