I like the clcommit script for catching problems like these - among other
things, it ensures that the ChangeLog entry isn't adding or removing
spurious lines. I'm not sure if the cvs-utils project is still active, or
if Jim's vc-dwim project has something better, but here's the version of
the clcommit script in use on the m4 project:
