As a first step in merging ChangeLogs, I went through and fixed
some obvious inconsistencies in the dates and names on ChangeLog
entries now.  The idea is that ChangeLog entries should always
be in reverse time order.

In a few cases the discrepancies were because of time zone
differences, but most of the time the problem was that a change
composed one day, with a change log entry dated that day, was actually
installed days or weeks or months later.

In general I think it's better if the date on a ChangeLog entry
corresponds to the date the change was actually installed into gnulib,
as this makes it less confusing for later readers.  If there's some
reason to note the date that the change was written, this can be put
into the body of the ChangeLog entry.
