[Bug-gnulib] extensions.m4 patch to avoid spurious autoreconf warning

I installed this.  It's not entirely clear to me why AC_BEFORE must be
first, but that seems to be the behavior, and it's an easy patch.

        * extensions.m4 (gl_USE_SYSTEM_EXTENSIONS): Call AC_BEFORE first,
        to avoid spurious warnings like "AC_RUN_IFELSE was called before
        gl_USE_SYSTEM_EXTENSIONS" from autoreconf.
