Technically?  I don't think so.  Technically, it's not allowed to
convert from GPL to LGPL (which is what we're doing) without permission
(as you well know).

I don't believe that making some random statement in some other file
does not affect the copyright on the actual source files, legally
speaking.  (That's not to say we shouldn't make the statement anyway.)

However, as a practical matter, we all know it makes no difference for
these files, and many of them started life as LGPL anyway.

So, fixing this via gnulib-tool --lgpl is ok with me and is probably the
simplest solution, since relatively few people will need the lgpl versions.
