If you present substantial data which proves your assertion maybe
someone can have a look.
Substantial here means several thousand random positions. How you
judge which one is "overestimating" and which one is not is up to you.
I can't think of anything else but a rollout, which has it's own
problems but should play better than a 2-3 ply in general.
