I got win32 version of gettext at http://home.a-city.de/franco.bez/gettext/gettext_win32_en.html, another available w32 port is a part of gnuwin32 (http://gnuwin32.sourceforge.net/packages.html).
Kim: I think it's most important that you have a text editor that can save text files with utf-8 characters. Which text editor are you currently using? Can it save the files with utf-8 characters?
It is not absolutely necessary to write the translation directly in utf-8. I edit my translation in windows-1250 and convert the messages to UTF-8 as a part of the compilation script, using "iconv -f CP1250 -t UTF-8 cs.po > cs_UTF.po". You may also consider using a specialized tool: http://poedit.sourceforge.net/ (It seems like a fine tool to me, although I do not use it myself, I use metapad and my own simple PO editor.)
