Yes, besides that I've also configured the mailing list to discard
messages larger than 100k (if I remember correctly).

GNUBG_CHARSET is whatever gnubg uses internally. Externally gnubg uses
utf-8 in gtk (gtk 1.3+ and gtk 2.0+) and szTerminalCharset for CLI.
Have you tried:
export LANG=ru_RU.koi8r; gnubg
If you HAVE_LANGINFO_CODESET on your box this should work.
