Yes, you're right!
I first added a debug print in InitRNGSeed and this function is only
called at startup. I didn't see anything else change. I recognized my
matches, and saw that InitRNGSeed wasn't called. And I scratched my head.
Then I moved the debug print to sgrandom in mt19937int.c. This reveled
something else. Each time the EPC is calculated the Mersenne Twister
seed is set to 0. Wow! That explains a lot!
