This is a well known fact. I can't remember if from Peter (http://www.wikipedia.org/wiki/Peter_Principle) or Parkinson (as in Parkinson's Law) - The smaller the issue, the larger the debate. The classic example given was of a big Aerospace executive meeting in which a 5 Billion $ budget for rocket development is decided in 5 minutes. Well, none of the executives understands what is involved, and certainly none can grasp 5B$. Now comes the issue of a bicycle stand. HERE everyone understands the issue perfectly, so the discussion takes hours.
