I think the cubeless equity should figure in the gammons and backgammons 
regardless of the Jacoby rule.

The Jacoby rule is a cubeful rule; "No gammons in undoubled games". It only has 
meaning when the cube is in use, and has nothing to do with cubeless equity. It 
should therefore only effect calculations of the cubeful equity.

Besides, this seems to be the behaviour that most people expect.
