Not meaning to be flippant, but you do not have sharutils installed.
$ rpm -q --all|grep sharutils
sharutils-4.6.3-3.19

That is the package that includes uuencode.

$ rpm -q --list sharutils-4.6.3-3.19 | grep /usr/bin
/usr/bin/mail-files
/usr/bin/mailshar
/usr/bin/remsync
/usr/bin/shar
/usr/bin/unshar
/usr/bin/uudecode
/usr/bin/uuencode
