Do you mean 639-2?  639-1 lists 2-letter codes and is preferred for languages
which have one.  639-2 lists 3-letter codes and is a superset of 639-1.
So the 639-1 for German is "de", which is preferred to "deu" from 639-2,
but "nds" (Low Saxon) has only a 639-2 code.
