recursive diff should exclude some directories

Is there any interest in adding a feature to diff so that when run
recursively it can exclude certain directories? It's always been
annoying to run diff in a project with CVS directories, but with SVN
it's even more painful. This feature would let diff work cleanly in
those situations.

If you do this, it would also be nice to check for a ~/.diffrc file so
that users can exclude certain directories by default.

If this is something you think would be appropriate, I'd be happy to
write the code myself.
