We mostly agree on this part.  You say "incomplete", and I say
"the support is supposed to be there if _XOPEN_SOURCE=500 is defined,
but we are not going to take that much trouble this year".

HP has a note somewhere in one of their system include files to turn
this on by default at a later date.  When they do, multibyte support
might quietly just start working.

My TODO list includes "test Stepan's patch".  Sorry I haven't gotten
to it yet.
