gdb shares a repository with binutils and some other programs.
gcc is in a separate repository

A developer can merge the source trees for gcc and
gdb+binutils+dejagnu+... and build a unified tree.  This used to be
necessary to build a cross-compiler in order for gcc to see the library
support (glibc or newlib).  I don't know if it's still necessary.

So, when the same directory exists in both the gcc and gdb+binutils+...
trees, the gcc tree has a primary copy, and the gdb+binutils+...
tree has a secondary copy.

I'm not saying that I like it that way.
