In theory this makes sense, but in practice the platforms that have
mbrtowc but not mbstate_t tend to have other problems in this area.
It's not that important to port i18n features to platforms that lack
essential functionality in this area, and that is why AC_FUNC_MBRTOWC
is written the way that it is.
