The gettext-0.13 distribution definitely has a configure script with Unix
line terminators. The problem that you see may be caused by the way you
used to transfer the package to your machine. You can use the checksums
to confirm that the files are correctly transferred or not.

# cd gettext-0.13
$ sum -r NEWS README configure
21095    18 NEWS
40814     6 README
43430    96 configure
