Agreed.
I've tested a new patch, under MSYS (a fork of Cygwin)
PATCH_FUNC_MKDIR_TAKES_ONE_ARG returns "no" and
under MinGW it returns "yes".
Patch compiles just fine in both case with "./configure && make".
