Bug#200614: diff: manual page for cmp lacks of return value description (fwd)

I've checked and the two things reported here happen also with
diffutils-2.8.4, which is the latest test version at alpha.gnu.org.

The cmp (1) manual page does not contain neither description of the command
output, nor of its return value.

It should be easy to add missing descriptions using diff info manual.

Also the manpage recommends to run `info diff' to get access to the complete
manual.  `info cmp' would be more appropriate.
