Pbroblem building gawk-3.1.2 on "OSF1 bt1sdoa0 V4.0 1229 alpha" w ith CC and GNU make in another directory !

Hi,
        I've noticed a bug in "gawk-3.1.2/gettext.h".
        On line number 31 we have :

# include <libintl.h>

instead of :

# include "libintl/libintl.h"

because "libintl/libintl.h" is generated by the "configure" script !

Then it builds perfectly !!
