It can't be the DJGPP port (the 4th URL in the above list), as it
never downcases file names it gets from the OS.

Alas, no Tar version beyond 1.12a has any code in it that allowed to
produce a decent DOS/Windows port from it.  The current development
version was forked from Tar 1.12 before the previous Tar maintainer
added to it lots of code contributed by several individuals (including
yours truly) in order to address many idiosyncrasies of DOS/Windows
operating systems.

So the only sound version of GNU Tar whose port to DOS/Windows works
reasonably well would be based on version 1.12 or 1.12a.
