Follow-up Comment #1:

My understanding is that .po files are primarily designed for short strings
that form the user interface of programs.

I'm not sure how well it would work for manuals.

Having said that, I'd be interested to see a project which attempts
to do this.

Perhaps some of the work at https://www.gnu.org/software/gnun might help.
